Management productivity in Iran, as a key factor for national development, relies on the connection between effectiveness, efficiency, and national will. This study aims to analyze management, explain the role of national will in its enhancement and that of human capital, and provide solutions for improving productivity within the country's management system. This qualitative study was conducted using documentary data and analysis of lived experiences. By examining management theories and assessing the current situation, components affecting the development of management and human capital within the country's value system were analyzed. Optimal management is a blend of effectiveness and efficiency, achieved through functions such as planning, organizing, leadership, resource mobilization, and control. Success in this process depends on mastery of these skills and commitment to organizational and social values and norms. Attending to the dignity of human capital and formulating socio-economic policies aligned with workforce needs are essential pillars. Furthermore, combating corruption and administrative inefficiency was identified as crucial for achieving efficient governance. Achieving development in management and human capital is not possible without the formation of national will and serious political resolve. National will paves the way for reforming inefficient structures, enhancing human capital, and institutionalizing a productivity discourse in the country's management, ultimately determining the future trajectory of Iran's development.
